There are a lot of losers that hit their ceilings in the foreign service and civil service long ago who are now on their way to comfortable ambassadorships and choice jobs because they proved themselves to be willing lapdogs for these assholes.
And bear in mind, just as with the RIFs, this is not a small cabal of politicals alone. There not that capable and omnipotent. There's a huge group of willing career collaborators who are going far above and beyond what's appropriate for career civil servants and foreign service officers.
