On #refactoring codebases - tbh I don’t refactor all of them all the time. I suggest do those which are under active maintenance or plagued with bugs and generally whichever are going to ruin your weekends or nights. Live in peace, refactor gently.
If you are starting to build apps which are customer facing - use #Laravel and #Rails
They let you think about user persona without coming in the way. Once you gain comfort in that aspect - fan out to use something else - Go etc., or use them for particular problem.
