Trump and Vought’s attacks on foreign assistance are obstructing PEPFAR from spending funds and saving lives. Activists anticipate the White House is planning its own shadow control over these funds, escaping the scrutiny of Congressional oversight.
OMB Director Russell Vought and Trump have refused to spend approximately $1 billion in funding appropriated for lifesaving global HIV programs for this financial year. The White House is blocking access to lifesaving HIV prevention and treatment across dozens of PEPFAR-supported countries.
Activists are demanding Trump, Vought, Rubio, and Congress: Fully restore PEPFAR programming, and direct PEPFAR to expand budget envelopes for countries, consistent w/ appropriations. Immediately release already-appropriated, unobligated PEPFAR funds. Break the blackout on PEPFAR data.
