You don't need stairs, you need safe exits. If fire or smoke blocks an exit you have seconds.
As evidence, these are mostly single story buildings.

I've been in buildings on fire and know if they didn't have an alternative exit, they would've died or had to jump out windows from a height they could die.
Fire doesn't care how many sets of stairs there are. Neither does toxic smoke. Or people who block exits un/intentionally.
Or certain death.
Less fires today, thanks to better fire prevention. More deaths due to faster burning fires due to construction and household materials being more volatile.
Look at how many people jump ont of residential windows in videos. You want that in multi-story towers? Grenfell Tower?

Have you looked at the borders for the Halifax Regional Municipality (largest in Canada) and Kamloops? They are unusually large compared to the population density.
Halifax I'd also put as second-tier as it is the largest city east of Montreal and a multi-provincial hub.

Nothing will change from this, sadly. I've watched as people have run over pedestrians in similar modified trucks and SUVs. Noting these lifted rigs also rollover easily by hitting a low shoulder.
