Rare/expensive beers are highly rated, because no one wants to admit they stood in line for 5 hours or paid an unreasonable amount of money for a 3. More emphasis on intensity of flavor than actual quality.
Generally the highest rated beers have a small number of check-ins. Look up any beer considered a classic, and they generally have a rating between 3.2 and 3.6.
Bars/events have used the ratings to decide what beers to carry. The algorithm ultimately drives all beers to a rating of 3. Unrated check-ins get a 3.
I think that's a great way to use it actually. It's a personal list, and it most likely shows what you like.
