At DMG we used to schedule and pay for reviewers to send a review copy along to the next reviewer. It was less expensive than printing multiple review copies, but required more planning ahead.
When I was with DMG, even when we traded games for games at Cons it felt wrong to sell them later. We would either trade them or donate them to schools / libraries.
