If you do not have a good knowledge of how to alter the compressed source-code in the first place, I must say, to be honest, that you should not go down this road. Still, if you aim to start it, I'd be happy to reply to some questions.
That will be time consuming. You need to open cm2.exe, or what the file is called, in something like hexed.it, then hunt the hard-coded words over thousands of lines within the base code of the game, that basically looks like the attached photo. Also there is a VERY fine line regarding breaking it.

There we go -managed to win the league with Sunderland only signing players they had or were linked* with in real life. It felt fun to Google every available player's name to see if #SAFC were ever linked.
So, I've started a Brentford save as well. No Danish players yet, but halfway through the first season it seems I've found an efficient tactic for this lot. Of course, signing David Lee from Chelsea also helped stabilize things. But look at this magnificent run and tell me this tactic isn't good.

18 pages, and 280 players for Denmark. 19 pages, and 290 players for Norway. 15 pages, and 233 players for Sweden.
In the lastest Norway, Sweden, and Denmark, are added to Scotland. Firing up a save as we speak.
Could it be that you have altered TMDATA, while playing Brave New World, that uses TM_BNW?
No, it can load up to 12k players, and those nations are prioritized like players with caps.
It should be working. Reckon it’s not saved upon game creation, or in another folder.
Did you know? There's a lot more players in the database than the ones that appear in your save game. The player load will be different depending which playable nations you select. However, there's a trick you can use if you want to force load all players of a specific nationality. 🧵(1/11) #CMtips
