Part of the problem is that US defense technology skews towards more technology to make more defense contractors rich. If you change the payoff function to defense in depth, you'd be seeing tons of "dumb" weapons used for drone defense.
I have watched many videos now of Ukrainian volunteers who have stapled together three soviet-era AK-47s and mounted them on basically a golf cart shooting down Geran-style drones.
If the US can't figure out how to efficiently intercept a drone I can make in my basement, that's a skill issue.
