Existing critical, highly-dependent and dependable information systems need immediate attention. It is important to get the government technology stack to a state where only bad legacy is actually considered bad. Estonia does not have the manpower, nor the resources to rebuild its technology stack again every five years - and the same could be said about most countries, if not all. The latter statement is also more thoroughly supported by the recent report of the National Audit Office of Estonia to Riigikogu, our parliament. Its main message can be summarised as: digital government does not just mean new services, but also sustainability and upkeep of existing systems. Relying on such conclusions it is clear that the next generation digital Estonia needs to make a shift in how government procures, designs, builds and manages software and how Estonia implements core principles of e-government, such as once-only principle.
