Why make spam prevention/cleanup incumbent on every recipient? If enough of us sent "late-bounces" bad senders would eventually lose the ability to send.

Tracking history for a FedEx package showing that it was marked "on vehicle for delivery" and then later "at local FedEx facility" on Tuesday and Wednesday. Thursday (today) once again shows "on vehicle for delivery".
