TailwindCSS is just a different way to do CSS. You can do pretty much everything you can do in vanilla.
If your design misses charm/character, that is not a Tailwind issue, it's a design issue.

It's quite straightforward using OBS. It has Twitch integration, which makes it very easy to start streaming. You could just use a laptop's camera and mic to start with.
