Very strange take, I'm not sure what you mean by this as almost every character has a plethora of neutral tools and openers. Punish game and offstage play are also incredibly varied.
What are the issues you have?

They are putting smash players in a rivals bracket, but they are already there, so it makes sense to also have a smash bracket.
What just happened? Wrong answers only
The point is specifically to bring audiences from Smash TO rivals, so you run a exciting smash event in conjunction with Rivals. It's literally marketing
It's not trivial to add a bracket for hundreds of people. They run these in a studio, and the whole point of it is to get Ult and Melee folks interested in rivals 2.
