CA was very close to Medicare for all some years back but died on among other things, questions on revenue. And this was when pretty much everyone was going to be paying into it. What kind of great society are you going to build if pretty much most people are not paying into it?
At least with prop 13 reform, you are still mapping revenue progressively but in a more stable way (property values donβt swing like the market, even rich people need homes)
Californias revenue problem is already that itβs extremely progressive.
So much of its revenue comes from stocks vesting that the state swings from huge deficit to huge surplus based on the vagaries of the market.
It is not good tax policy to make yourself more brittle on the vagaries of the rich
