Completely disregarding canon placement, what city do you FEEL like Gotham should be based on?
I’ve seen a lot of Chicago, some New York or New Jersey (which is the canon answer) but I also see some London.

I see what you mean. Essentially a Retroactive Honorary Deputization that allows a vigilante legally be a law enforcement official so long as the state deems their actions just after the fact.
I can see a lot of very interesting conversations springing from that idea.
