I’m very serious about this: the best real qualification for Secretary of DHS would be experience as an immigration attorney, but Trump would never appoint that person
so the average plumber is better

the normal thing is for cabinet secretaries to listen to the long-term civil servants who work for them, though
also, the only relevant expertise for DHS would be involvement in the carceral-industrial complex in a leadership role, and any of the people I mentioned would be better than that
