I have a Wyze bulb cam and it was SO easy and I don't even have to worry about powering it or charging it.
Plenty of security camera companies allow you to record to an SD card and disable cloud recording. Wyze takes cards up to 256gb. If your security camera/pet camera/baby monitor/wildlife camera doesn't let you turn off cloud recording it is probably not a good camera to have.
Just a reminder to turn off cloud recording on any cameras you have and for the love of god do not use Ring
