I don't think I've ever believed that people are capable of making decisions that are reasonably likely to be in their own interests at all times. But the alternative to collective governing is centralized governing, and the people in those types have a much harder time resisting oppression.

Even if you took him at face value, I don't think this gives him an excuse to dodge responsibility. He is the commander in chief. If he's truly that detached from the military even months after, then he is abandoning his duty. I don't think he realizes that claiming ignorance isn't any better.
I think besides his obvious severe mental decline, this is what's driving all of Trump's insanity. He's still desperately trying to escape the consequences of his life, even in office.
And the infuriating part is he will probably get to die before he is held accountable.

So the two agencies would have to work together to nail this down. And the FBI would have to disseminate this info to its many agents all assigned to work on this.
The FBI knows how to redact files, obviously, but I am guessing that they are not the ones who decide unilaterally what specific information gets to go or stay -- that's the job of the DOJ to stay compliant with the law.
While I do not at all doubt shenanigans with respect to redacting material damaging to Trump, reading through the emails in this article, to me this just looks like basic coordination.
