The UK government has shown a serious understanding of the benefits of AI, and taken steps to attract AI companies and investment.
However, if the government fails to take this same enabling approach with AI training data, the UK will fall further behind its peers.
The report amplifies the false narrative that technology and creativity are at odds, and that existing rights holders must be compensated by AI companies for changing industry dynamics.

Apparently, the FCO wants to force Amazon to feature sellers with above-market prices.
This means German consumers can no longer trust featured offers to have competitive prices, ultimately leading to higher prices and higher search costs for end-users in Germany.
Similar practices were examined by the European Commission in December 2022 and the investigation was ultimately closed.
Germany’s deviation from EU standards targeting Amazon further fragment Europe’s digital market, a problem that the EU’s Digital Markets Act was meant to correct.
NEW: Germany’s Federal Cartel Office announced a €59 million fine on Amazon for the company’s pricing rules.
The company’s practices prohibited by Germany help ensure that offers on Amazon’s marketplace are the cheapest available.
The report recommends the UK Government continue regulatory progress in 2026, including meeting the timelines set out in the 2024 Automated Vehicle Act to provide clarity for the industry.
