If it worked that way than actual light would never get anywhere. Photons do in relativity experience time dilation, from a photons perspective its entire existence is simultaneous.
They aren’t if you are the inertial observer! If you (impossibly) did manage an average 0.1c it would take 10 years as measured by the inertial observer to complete a trip of 1 light year and the Traveller would experience less (do not ask me to solve the equations for how much less, I won’t)
