There are legit reasons to think the state trial court got this one wrong, so I can't get behind my normal suggestion.
But SCOTUS just (without explanation) stayed one particular order on one particular date. Nothing stops a trial judge on the receiving end of these from issuing another order.
It's a stay petition, not an appeal. Google it. Also Google "circuit justice" then come back and tell us what you've learned.
