Is BX not fiction first by default? A big part of the appeal of P/O/NSR to me was always that the rules "got out of the way" (so to speak) of the fiction of the game

It's wise to keep desired scope in mind... I think you could make the scope much more manageable if you condensed it to a neighborhood instead of a whole city, idk if that works for your game though
