can someone please explain to me why setting volume=0 is not equivalent to muting?

if i set volume=0 on either my phone (ios) or computer (archlinux) it still plays audio, just extremely quietly.

i've found that some software (such as spotify) makes volume=0 akin to muting, but OSes do not?? why??
