Gender identity is not empirically observable. There is no way to determine if a person is 'transgender' except by self-profession. There is no "test". You are confusing two separate ontological domains, one biological and objective, the other psychological and subjective.
Gender identity, by contrast, is a subjective, internal sense, not a detectable physical property. Saying “gender identity is not a sex characteristic” no more denies the existence of sex than saying “religious identity is not a racial characteristic” denies the existence of race.
False because because you are conflating 2 categories. Sex characteristics are empirically observable and biologically measurable existing independently of a person’s beliefs, feelings, or self-concept.
I voted for Jackson in the Michigan primary way back when. But. This is actually awful. Teaching kids to be sheep is illiberal, no matter how positive you think the message is.
