IMO, the cap didn't create parity. It changed the NHL for the worse. Since there's no way they're going to get rid of the salary cap, they need to fix this loophole to improve the league.
More often than not, the other Cup-winning teams had generational and franchise-altering talent (Crosby, Ovechkin, etc.).
Meanwhile, teams willing to spend money to win have mostly been shut out (Maple Leafs, Rangers, Flyers, Canadiens.

The league imposed a salary cap to create parity 20 years ago, but teams in states with no income tax (FL, NV) have won the cup 25% of the time since then.

There were levels of excitement and anticipation that often exceeded expectations. I miss those days. Hextall and Fletcher put us in such a hole that we haven't been able to have homegrown talent like Richards, Carter, Giroux, etc. on top of bringing in players like Briere, Timonen, Pronger, etc.
There have been fun aspects of the season, for sure, but it's not universally fun to watch like it used to be. For me, it's about the shift since Ed Snider became less involved and then passed -- as well as the cap era. He loved this team and wasn't afraid to spend whatever it cost to try and win.
If we're including Brink, Draisaitl better be coming back this way too. Also, Grant Fuhr. I'd still trust him in net over Ersson.
