Absolutely. There's a great deal that should be shut down or merged to actually help and educate.
There are definitely some bad zoos that are underfunded and lack a lot for the habitats. There are also some that only house rescues that can't survive in the wild or are rehabilitating for release. Even a place like SeaWorld, which has had bad press, has the largest oceanic rehabilitation program.
