Well...not always. Here's a non-Universal one, Donkey Kong Junior, where they didn't use the cabinet side art. That's one proud looking Mario holding the key. Also a little unusual: back of the box says how large the game is: "8K ROM". Didn't see that often in early 80s video games.

Disney's 1979 film The Black Hole had a Little Golden Book edition, "A Spaceship Adventure for Robots." This version of the story, featuring V.I.N.CENT and Old B.O.B., conveniently omits the violent and weird end of the film. There is some fruit juggling though.
