I'm hesitant to call these fans "fake" fans, simply because in some cases (like ST) there are so many OTHER reasons ppl could be fans: monsters, scantily-clad women for Kirk to teach "this Earth thing called kissing," cool tech, grandly imagined scenes, etc.

This is true. But I would add that the Klingons and Romulans articulate justifications for what we'd consider not good by appealing to tradition, culture, realpolitik. The Empire pays lip service to "Order" as a principle, I guess, but they pretty much validate viewing them as the bad guys.
