Would call 'society alignment' either 'politics' (not derogatory! Politics is important!!) or 'non technical ai safety'.
'society alignment' is also fine as a term imo, though might be misinterpretable as tyrannical or close to it and for politics, words that are hard to misinterpret seem good

I would call outer alignment 'the problem of precisely specifying what we mean, including how to convert values into policies and actions, such that everyone doesn't die or worse'.
Caveat: I am not a proper alignment researcher yet. Should change by August.
