Of course he wants to make it clear that Ukraine has something valuable. He's been saying it for quite a while. However, I don't believe he's as trusting as his public statements imply.
As far as I know, there haven't been any agreements yet. Ukraine offered to share their knowledge in exchange for what they need, and I doubt they'll give it all away for nothing.
I don't think it's that simple. It's an opportunity for Ukraine to acquire vital weaponry, and they already consider the Iranian government to be an enemy.
