Trump Administration's Higher Education Compact Largely Rejected by Universities, but Revisions May Be Underway In October 2025, the Trump administration proposed the Compact for Academic Excellence in Higher Education to nine major U.S. universities, later expanding it to over 100 institutions. The deal promised advantages in federal funding, grants, research support, and other benefits in exchange for adopting significant policy changes. Key requirements included banning preferences based on race, ethnicity, sex, gender identity, political views, or other factors in admissions and hiring; mandating standardized tests like the SAT for applicants; promoting a 'vibrant marketplace of ideas' by addressing perceived biases against conservative viewpoints and potentially abolishing certain institutional units; requiring 'lawful force' against disruptive protesters; capping international student enrollment at around 15%; freezing tuition for American students; and reinforcing a binary view of sex as male or female. The proposal aligned with prior Supreme Court rulings against race-based admissions and the administration's emphasis on viewpoint diversity and reduced federal recognition of gender fluidity. Only a few smaller schools, such as New College of Florida and Valley Forge Military College, showed interest. Despite limited adoption, Secretary of Education Linda McMahon indicated in January 2026 that the administration was revising the compact based on feedback. The author, a sociologist focused on race and inequality, argues the original document reflects a vision of less racial/ethnic diversity in higher education, weakened First Amendment protections in some contexts, and increased federal influence over university operations—departing from traditions of academic autonomy.
