U.S. placed trackers in AI chip shipments to stem diversions to China - Reuters Investing.com - U.S. authorities have placed location tracking devices inside of some cutting-edge chips they view as at risk of being diverted illegally to China, according to Reuters. Citing two people with direct knowledge of the situation, the news agency said the trackers are designed to help U.S. law enforcement detect artificial intelligence chips which are being sent to destinations currently under export restrictions. The move only applies to select shipments under investigation, Reuters added. Although the White House has recently looked to soften some of its gate-keeping of China’s access to advanced American semiconductor technology, the measures suggest the steps U.S. officials have taken to monitor chip export restrictions to China, Reuters said. The trackers can be used to develop cases against individuals or companies who allegedly profit from the sale of items currently under these restrictions, the report noted, adding that such devices have been employed in other instances in recent years. Reuters quoted five people as saying that the trackers are in shipments of AI servers from manufacturers like Super Micro Computer (NASDAQ:SMCI) and Dell (NYSE:DELL). Chips from Nvidia (NASDAQ:NVDA) and Advanced Micro Devices (NASDAQ:AMD) are reportedly among these shipments. Previously, U.S. lawmakers, partly in an effort to dent China’s push to modernize its military capabilities, have proposed requiring domestic chip firms to build location verification technology within their chips to keep the processors from being diverted to nations covered by export restrictions. Beijing, for its part, has hit out at the proposal as a political tactic to prevent its rise. Earlier this year, Nvidia was summoned by officials in the powerful Cyberspace Administration of China to express concerns over the plans. The company later stressed that its products have no "backdoors" that could allow remote access or control. Taiwan cultivates young overseas chip talent with summer camps, university courses By Wen-Yee Lee TAIPEI (Reuters) -Dressed in a white protective suit and face mask, Nicolas Chueh listened intently as a guide introduced a series of silver machines used in manufacturing Taiwan’s cutting-edge semiconductors. The 16-year-old was among students from eight countries at the summer camp staged to raise interest in Taiwan’s most vital industry amid a fast-declining birth rate that could leave tens of thousands of critical jobs vacant. "I myself really enjoy playing video games. So I’m really just always using these semiconductor products," said Chueh, whose parents enrolled him after he expressed interest. The camp, organised by U.S. chip design software firm Synopsys (NASDAQ:SNPS), is among several such events staged by chip companies and Taiwanese universities in recent years as demand for semiconductors, which power most electronics and AI servers, surges across the globe. But for the first time this year, Synopsys, which has significant operations in Taiwan to be closer to the semiconductor supply chain, hosted the events both in Mandarin and English as Taiwan searches for overseas talent. "There is an urgent need to strengthen STEM education from an early age," said Robert Li, Synopsys’s Taiwan chairman, who believes the camps can increase interest in the chip industry and help prime some of its future leaders. "That is why we are launching this initiative in Taiwan, where its strength in semiconductors meets the challenge of demographic decline. Taken together, it is clear we must act here first." Given limitations posed by Taiwan’s ageing population, Synopsys is also considering hosting camps internationally to spur interest in chip making and designing, he added. The company charges T$33,000 ($1,103) for the English versions and T$10,900 for Mandarin. Chueh, a dual Taiwan-Belgian national who lives in Singapore, said he views semiconductors as an attractive career choice. "I want to lean into it to some extent because I think it will be crucial in the future with AI." SLUMPING BIRTH RATE Taiwan, which has a population of around 23 million, holds outsized influence over the global semiconductor supply chain, thanks to its chip companies such as Taiwan Semiconductor Manufacturing Co, the world’s largest contract chipmaker, MediaTek, and UMC. Any decline in the industry poses an existential threat to Taiwan, which faces the threat of invasion from Beijing and draws much of its global significance from the chip behemoths. But job openings in the semiconductor sector have risen from 19,401 in the second quarter of 2020 to 33,725 in the same period this year, according to 104 Corporation, a local human resources firm. The industry is grappling with a shortage of both highly skilled professionals, such as IC design and semiconductor R&D engineers, and essential production staff, including operators and assembly technicians. Filling those jobs locally is becoming harder each year as Taiwan’s annual number of births has dropped from over 210,000 in 2014 to around 135,000 in 2024, according to government statistics. STEM graduates have also fallen by around 15% in that period, Ministry of Education statistics showed. "Growth in Taiwan’s semiconductor industry has been quite rapid, faster than what our schools can produce in terms of engineering talent each year," said Leuh Fang, chairman of Vanguard International Semiconductor, a Taiwan-based chipmaker affiliated with TSMC. ’THE FUTURE WORKFORCE’ Last year, the National Taiwan University launched a global undergraduate semiconductor program for foreign students, which included Mandarin courses to help them reach the proficiency needed to stay and work in Taiwan. The program now enrols over 40 students from more than 10 countries. TSMC also began looking toward foreign talent by throwing its weight behind a program in Germany’s Saxony state, which would send German students to study for a semester at Taiwanese universities before interning at TSMC. Other initiatives are attempting to create interest among children as young as 10. Taiwan’s National Yang Ming Chiao Tung University (NYCU) launched an outreach program in July, backed by TSMC, aimed at making chip science fun through interactive teaching tools and online games. "If they’re curious now, they won’t reject it later and some may even grow to like this kind of work."

China says reviewing export licenses after US eases chip tech controls Investing.com-- China’s Ministry of Commerce said on Friday that it was reviewing export licenses for local businesses, and acknowledged that the U.S. had lifted some restrictions on chip technology exports to the country. The commerce ministry said it was reviewing applications for export licenses of controlled items, which include rare earths and related magnets, of which Beijing is the world’s biggest producer. The statement comes after the U.S. on Thursday lifted recent restrictions on the export of chip design software and technology to the U.S., which Beijing welcomed. The commerce ministry had in late-June issued new export licenses to three of China’s biggest rare earth producers, reportedly in accordance with a framework trade deal between Washington and Beijing reached in May. The commerce ministry said on Friday that it was working to further implement the outcomes of the May deal, and welcomed further cooperation with Washington. Reuters reported on Friday that the U.S. had also lifted its export ban on American-made jet engine components and technology to China. China had used its rare earth dominance as a major bargaining chip in trade negotiations with the U.S., and had slashed its exports of the material amid a bitter trade war with Washington earlier this year. But the two agreed to greatly reduce their respective trade tariffs in May, and announced a framework trade agreement in June. Huawei delivers advanced AI chip cluster to China clients after Nvidia curbs - FT Investing.com-- Huawei has started delivering its advanced artificial intelligence (AI) chip "cluster", CloudMatrix 384, to Chinese customers seeking alternatives to Nvidia (NASDAQ:NVDA) amid tightening U.S. export restrictions, the Financial Times reported on Wednesday, citing people with knowledge of the matter The Chinese tech giant has sold more than 10 sets of these systems, which link Huawei’s 384 Ascend 910C processors to boost computing power, the report said. Early recipients include data centers serving Chinese technology firms, the FT reported. CloudMatrix 384 is positioned as a domestic replacement for Nvidia’s NVL72 cluster, which is widely used by US tech giants, and consists of 72 of its GB200 chips, the report said. Earlier this month, Washington placed Nvidia’s H20 chip—the most advanced it could sell in China without a license—on its restricted export list. Nvidia said the move would lead to a $5.5 billion charge in the first quarter. Huawei claims its system offers 67% higher compute performance and over three times the memory capacity, according to an internal presentation seen by the FT. Despite performance advantages, CloudMatrix consumes significantly more power and requires greater operational manpower, the report said.
