New labour agreement resets Rössing-MUN ties Allexer Namundjembo  Rössing Uranium has signed an updated Recognition and Procedural Agreement (RPA) with the Mine Workers Union of Namibia (MUN)—Rössing Branch Executive Committee.  This marks the first full review of the agreement since before Namibia’s independence, highlighting the company’s efforts to align labour relations with current laws and practices. The process followed the Labour Act, 2007 (Act No. 11 of 2007), specifically Sections 67 to 69, which deal with trade union recognition and procedural agreements.  Section 2(b) of the Act, which promotes sound labour relations as a base for economic growth, social justice, and industrial peace, also guided the review. “The updated agreement provides clear procedural structures for workplace engagement, consultation, and dispute resolution, which is key to maintaining a collaborative, fair, and resilient working environment,” said Liezl Davies, general manager for human capital, safety and sustainability at Rössing Uranium. The agreement follows months of internal review and negotiations between Rössing Uranium’s team and the MUN Rössing Branch Executive Committee. “This outcome reflects Rössing Uranium’s commitment to good governance, lawful compliance, social dialogue, and the continuous strengthening of its relationship with employees and organised labour,” said Davies.  “We extend our appreciation to all involved for their professionalism, openness, and commitment to sustaining a peaceful and productive work environment.” Rössing Uranium first signed a recognition agreement with MUN in November 1988, making it one of the earliest formal labour arrangements in Namibia.  That original agreement served as a legal foundation for labour relations at the mine for more than three decades. In 2019, the China National Nuclear Corporation (CNNC) took majority ownership of Rössing Uranium. Tensions soon rose between the union and management over issues such as medical aid, leave, and wage structures. In 2020, nine members of the MUN Rössing Branch Executive Committee were dismissed, a move criticised by the union and labour bodies for disrupting industrial peace. The updated RPA now represents not only a structural update, but also a turning point in Rössing Uranium’s labour relations. It reflects renewed efforts to improve transparency, build trust, and maintain stable relations between the mine and its workforce.

Cheetah cement given ultimatum to localise jobs Justicia Shipena Justice and labour relations minister Fillemon Wise Immanuel has directed Cheetah Cement in Otjiwarongo to ensure that all non-specialised roles are filled by Namibians. It affects roles such as two chef positions and one administrative officer post, which are currently held by Chinese nationals. The directive follows plans by Cheetah Cement, operated by Whale Rock Cement (Pty) Ltd, to merge with Ohorongo Cement.  Immanuel issued the directive on Saturday during a plant familiarisation visit.  He met with senior management, employees, officials from the Otjiwarongo Labour Office, and the Mineworkers Union of Namibia (MUN). He also ordered he company and the union to resolve all outstanding labour issues, including the implementation of understudy arrangements, a market salary survey, and the 2025/2026 wage negotiations.  Immanuel set deadlines of 23 July for the the finalisation of the understudy arrangements and salary survey and 8 August for wage  talks. Immanuel emphasised the importance of social dialogue and tripartite cooperation in maintaining stable labour relations.  “Government expects a reasonable employer and a responsible employee.Any of the social partners who do not live up to this expectation are a threat to industrial stability or the labour market–social equation,” he said.  MUN said the meeting led to the urgent finalisation of the long-delayed employee grading process.  “No more excuses; fairness must prevail. Time-bound and transparent wage negotiations – workers deserve a living wage, not endless delays,” the union said. The union also confirmed that use of Africa Personnel Services (APS), a labour hire company, would be discontinued. “Decent jobs can’t be outsourced to precarious work. All APS finance staff must be absorbed into proper Whale Rock Cement contracts, thus securing job security and fair treatment,” MUN said. The union said a health and safety plan will be put in place to protect workers on site.  “Unsafe work will not be tolerated,” the union added. MUN described the meeting as a show of collective strength and engagement.  “A reminder to arrogant employers that no scheme to undermine workers will stand unchallenged. We will continue to hold both the company and the ministry accountable until every commitment is honoured. Our fight for dignity, security, and decent work is non-negotiable.”

Ministry slams security firms over wages The Ministry of Justice and Labour Relations has vowed to enforce compliance with minimum wage laws after security guards reported being underpaid. The government approved the phased implementation of a national minimum wage for security guards effective from 1 January. This means all security staff should receive N$13.50 per hour, with further increases to N$16.00 in 2026, and N$18.00 in 2027. Executive director of justice and labour relations Nghidinwa Daniel says follow-up inspections with security companies are on the cards to confirm that companies are complying with the new minimum wage order, overtime payments and work done on Sundays and public holidays. This follows accusations that security company Omeya Investment CC was underpaying staff, prompting the Namibia Security Workers Union to stage a protest. The ministry investigated and confirmed that Omeya Investment was paying outdated wages of N$8.75 per hour, instead of the current rate of N$13.50 per hour. “The government is committed to protecting workers’ rights and will ensure full enforcement of the law. Employers must meet all wage and labour law requirements, or the ministry will take action,” Daniel says. The union also alleged that around 50 workers were fired after raising complaints which the company has denied, saying the workers’ contracts had simply expired. The ministry has advised the affected workers to file cases with the labour commissioner if they feel they have been unfairly dismissed. It was also found that the company did not pay workers for overtime work done, and working on Sundays and public holidays. “We hereby order the company to comply with the minimum wage and rectify other detected violations. “The ministry will conduct a follow-up inspection before the end of May to confirm compliance,” the executive director says. Omeya Investment CC managing director Johannes Shuuya blames the City of Windhoek for his company’s failure to implement the newly gazetted national minimum wage. He cites stagnant contract rates as the main barrier. Shuuya says his hands are tied due to the City of Windhoek’s refusal to revise his contract rate since 2018. “They have been paying me N$14.45 per hour since 2018 – that rate has never changed. After deducting VAT of N$2.16, I’m left with N$12.29. That’s already below the minimum wage, and we haven’t even talked about operating costs,” he says. He says unless the city adjusts its payment structure, he may be forced to lay off some of his 286 staff members, which would contradict national employment creation goals, he says. The City of Windhoek has confirmed receipt of Omeya Investment CC’s letter requesting an adjustment, as well as declining it, arguing that the current contractual hourly rate it pays is already above the statutory minimum wage of N$13.50 per hour. “The City of Windhoek maintains it is in substantial compliance with applicable labour and procurement regulations. The contractual rates were mutually agreed upon at the time of award and are fixed. “The contract does not make provision for automatic or unilateral adjustments due to subsequent wage increases,” municipality spokesperson Lydia Amutenya says. The municipality has further accused Omeya Investment CC of unfair remuneration practices, alleging deductions of N$400 from each guard for transport, while simultaneously claiming an inability to meet operational costs. “Despite being paid N$10 750 per site, per guard by the City of Windhoek, Omeya pays its guards a basic salary of only N$2 205, indicating a profit margin to the company of approximately N$8 545 per guard. “These figures raise serious concerns about the company’s internal wage policies, which appear disproportionate and misaligned with principles of fair labour practices,” Amutenya says. The government is facing criticism for awarding contracts to security companies which do not comply with minimum wage requirements and other labour laws. The Namibia Security Labour Forum and other unions have expressed concerns that these non-compliant companies are exploiting their workers and undermining fair competition. The Namibia Transport and Allied Workers Union recently threatened to take legal action and press criminal charges against companies not complying with the recently instituted minimum wage requirements to recover “workers’ stolen wages”.
