To draft the treaties that outlined war-time conduct, Convention members used the Lieber Code, the U.S. military law – signed by President Abraham Lincoln – that governed military practices and defined how Civil War commanders in the Union and Confederacy would be held responsible for war crimes. Another convention was held in 1907. Both meetings hosted signatories from the United States, Germany, Italy, and most other European nations, as well as Russia, Japan, and China.

On this day in 1899, the world’s major powers signed treaties to limit war crimes and the destruction they caused. The agreements were the result of the Hague Convention, a meeting in the Netherlands proposed by Russian Czar Nicholas II.
