So when you're writing a query letter, you're not trying to make someone love the story.
You're trying to show them how they can sell it.
A successful query generally makes a book proposal much easier. In fact, I've seen proposals that use some of the wording from the query.

When it comes to querying, "the reader" is the agent. And this is a different audience than "the reader" for your book. An agent isn't just reading to be entertained. They're thinking about the next step of their job: the book proposal they will send to editors.

What does considering reader really mean though?
In the ms, it means knowing what your readers expect + using that to meet their expectations +surprise them. It means thinking about how each element of your ms impacts them--plot, character, pacing, worldbuilding, voice

This can be really hard when you've spent months or even years working on a ms. But if you want to succeed in publishing, you have to be able to make the distinction. Once you put your ms out into the world, it's no longer just for you. Which means you have to consider readers.
